ENR is a crucial player in Egypt''s transport sector, delivering 1.2 million passenger journeys per day, including significant commuter traffic into Cairo, which would otherwise have to be accommodated on the overcrowded road network. The EBRD is providing vital funds to ENR to support its comprehensive 10-year investment plan for transforming into a more efficient operator, including funding the purchase of twelve new locomotives and 60 new carriages to be used on long-distance services.The objective of this assignment is to assist ENR with developing and improving its Environmental, Health and Safety performance within its operations to meet the EBRD''s Environmental and Social Policy, by implementing the requirements of the project agreed Environmental & Social Action Plan (ESAP).
An important result of Phase I was the successful development of an Environmental Management System (EMS), and the development and adoption of a company-wide Environmental Policy. Subsequently, Corporate Solutions received additional funding for Phase II of the project, piloting the implementation of the EMS into ENR maintenance depots.
- Environmental Department (ED) setup, including determination of its structure, inputs, roles and responsibilities
EMS development including the development of an Environmental Impact Matrix, processes for legal requirement monitoring, operational controls, monitoring and measurement, and inspection and auditing
Development, formal approval and adoption of a company-wide Environmental Policy
Development and implementation of a Solid and Liquid Waste Management Plan and a Hazardous Materials Management Plan
Review of the drafted Safety Management System (SMS), and development of an Emergency Response Plan (ERP) and safety procedures for decommissioning of old engines and rolling stock
Identification and specification of EHS requirements in procurement procedures for the purchase of new rolling stock as well as an EHS assessment procedure for contractors
Conducting an EHS TNA and developing and implementing an EHS Training Programme
Development of a Stakeholder Engagement plan and external grievance mechanism for passengers
Phase 2: Piloting EMS implementation into ENR maintenance depots through EMS introduction into 1 large depot (El Farz). This includes assigning an Environmental Manager in the depot, working closely with the ED to identify environmental impacts within all depot workshops and introduce procedures for their management. The assignment includes extensive on-the-job and formal training and capacity building of the ED to enable them to fulfill their responsibilities as a department going forward.
