The EU is committed to a policy of sequenced engagement with Ukraine and to a close relationship that encompasses gradual progress towards political association and economic integration. Thus Ukraine is a priority partner country within the European Neighbourhood Policy (ENP) and the Eastern Partnership (EaP). The transport sector is important in Ukraine's economy and hence efficiency improvements are particularly important to raising competitiveness. However the sector currently lacks a sound basis for transport infrastructure cycle management. Therefore, the overall objective of the project, of which this contract is a part of, is to facilitate and promote reform that ensures reliability, transparency and accountability in infrastructure management for efficient, effective and safe transport operations.
More specifically, the aims of this assignment are to:
1.Contribute to the reform of infrastructure cycle management, including planning, approval, procurement, implementation, maintenance and to the application of legislative, administrative, operational, and organisational improvements;
2.Reduce the procedural and administrative obstacles for efficient and effective planning, preparation, implementation and maintenance of infrastructure projects, with a special focus on transparency and accountability issues.

Development of a Complex Action Plan for improving the infrastructure cycle management.Carrying out a detailed analysis of shortcomings based on relevant best European practice and standards

Drafting a Complex Action Plan for improving the infrastructure cycle management covering the legislative, administrative, operational, financial, and organisational improvements with respect to the project planning, approval, procurement, implementation and maintenance

Providing facilitation and expert support for stakeholders consultations and inter-ministerial coordination for the approval of the plan.
Component 2:

Assistance with the implementation of the Complex Action Plan

Drafting necessary legal and regulatory acts for all stages of infrastructure cycle management

Facilitating stakeholder consultations and inter-ministerial coordination for the approval of the legislative acts

Providing assistance for operational measures of the plan including: financing and budgeting of transport infrastructure projects, PPP mechanism, market liberalisation for design and supervision services, Feasibility Studies and Environmental Impact Assessment, Cost Benefit Analysis, priority technical standards for transport detailed design, procurement and implementation process of transport infrastructure projects, use of FIDIC Conditions of Contract, independent Works Contracts supervision, operation and maintenance
