- Define strategic objectives by examining the prevailing policy, legal, regulatory, and planning landscape, as well as the proposed railways restructuring programme
- Assess management, accounting, and operational reporting requirements and define gaps in the existing management information systems
- Specify requirements for a modern management, accounting, and operational reporting system and prepare tender documents
- Develop an action plan for transition to the new information system, including key activities, timetable, expected costs, and sources of financing
- Prepare a training and capacity development plan for the introduction into operation of the new management information system
