- On-site Advisory: Embed experts within Ukrainian institutions to assist in the preparation, prioritization, and implementation of strategic infrastructure projects across sectors such as transport, energy, social housing, and municipal services.
- Public Investment Management (PIM): Support the implementation of Ukraine’s PIM Roadmap, establish a Single Project Pipeline (SPP), and promote best practices in project cycle management.
- Capacity Building: Deliver formal training, on-the-job coaching, and mentoring to enhance institutional capacity in line with EU and EIB standards, including environmental and social safeguards, cost-benefit analysis, and procurement.
- Coordination and Communication: Collaborate with EIB/JASPERS, EU bodies, Ukrainian ministries, and international financial institutions (IFIs) to align reconstruction priorities with EU policies and ensure efficient use of funds.
