- Assist the company to further improve its financial and operational performance

 - Impove the organisational structure and human resources management function
 - Prepare a Financial and Operational Performance Improvement Programme (FOPIP)

 - Introduce technologies for preparing water balances and measuring water losses
 - Assist in preparing IFRS financial statements and support annual audits
 - Revise and adopt a medium-term Corporate Development (Business) Plan

 - Revise the performance-based Public Service Contracts and define new targets
 - Design and implement a Stakeholder Participation and Communication Programme
 - Support water users associations and set up an Advisory Committee at the City level
