- Assist the company to further improve its financial and operational performance
- Improve tariff setting, increase revenue collection, and reduce non-revenue water
- Impove the organisational structure and human resources management function
- Prepare a Financial and Operational Performance Improvement Programme (FOPIP)

- Introduce technologies for preparing water balances and measuring water losses
