- Stimulate economic development and growth in Azerbaijan and attract international investment through the development of ALAT free economic zone (AFEZ)
- Facilitate the construction of a state-of-the-art port in Baku on a greenfield site, including the provision of multi-modal rail and motorway access
- Prepare a masterplan for the development of AFEZ in several phases and fully define the scope of the 1st phase
- Prepare detailed schematic designs for the development of the 1st Phase of AFEZ, working closely with the Baku Design Institute
- Support tendering and selection of construction companies to build the AFEZ and offer oversight during the construction phase
- Liaise and coordinate with the senior members of the project sponsor and other stakeholders on decision making
