- Identify the institutional and operational capacity development needs of the Ministry of Education (MoE)
 - Develop a medium-term strategy and action plan for the modernisation of practices at the MoE and prepare an institutional capacity building programme
 - Conduct a functional review and prepare a contemporary organisational structure for the MoE
 - Improve the professional and managerial capacity of the Human Resources Management department and modernise HRM practices and administration system
 - Develop and pilot new procedures, guidelines, and internal policies to strengthen management and administration of the human resources
 - Identify and address capacity building needs of the staff at the MoE’s headquarter in the capital and regional branches
