KEY OBJECTIVES

  • Help the Ministry of Transport and Communications develop and implement a coherent and comprehensive transport sector strategy
  • Prepare strategies and scenarios for all modes of transport, including cross-cutting issues (e.g. logistics, intermodal transport, and border crossings)
  • Provide a detailed analysis of the transport sector including policy, regulatory, institutional landscape, and infrastructure capacity
  • Conduct a legal gap analysis against EU Acquis and create a database of EU and Ukraine transport legislation
  • Introduce tools for traffic forecasting, transport modelling, transport planning, and cost-benefit analysis
  • Deliver a capacity development programme, including training and study tours to build capacity in project identification, appraisal, prioritisation, and preparation
