- Assist the Ministry of Infrastructure (MoI) and authorities in several cities in successfully implementing the Ukraine Urban Public Transport Project (UUPTP)
- Build project management capacity at the MoI and target cities to implement UPT investment projects to high quality standards, on schedule and within budget
- Define a sector policy and recommend regulatory and organizational reforms at the Central Government level to support the implementation of the UUPTP
- Act as the overall coordinator of the National Urban Transport Programme and take the lead on stakeholders engagement
- Prepare model Sustainable Urban Mobility Plans (SUMP) and Public Service Contracts to be used in the target cities
- Support the Project Implementation Unit in procurement, financial reporting, implementation monitoring, and compliance with Social and Environmental actions
