KEY OBJECTIVES

  • Provide project direction and technical coordination with ADB, Dentons and the country Working Groups;
  • Prepare the Inception Report, detailed work programme and country-specific diagnostic methodology;
  • Conduct diagnostics of power-sector governance, procurement, PPA approval, monitoring, disclosure and confidentiality arrangements;
  • Review institutional roles and information flows among ministries of energy and finance, regulators, utilities and other stakeholders;
  • Assess long-term PPA obligations and key utility/fiscal risk drivers where sufficient contractual and financial information is available;
  • Develop standardised PPA disclosure/public-summary templates, minimum reporting requirements and data-governance workflows;
  • Prepare reform roadmaps and supporting legal, regulatory and institutional recommendations;
  • Design and deliver capacity-building and policy dialogue, including the Manila Dialogue on the Energy-Debt Nexus and country workshops.
