  • Review the legal and policy landscape for energy sector and climate mitigation
  • Examine existing governance structure and institutional capacity in power sector
  • Review models developed for Uzbekistan’s GHG/CO2 emissions pathways
  • Prepare a model of the power sector and estimate power demand to 2050
  • Map out all information platforms and develop a GHG/policy interaction model
  • Build scenarios, with increasing level of ambition, to model GHG emissions
  • Propose optimal power generation to reach long-term emission reduction target
  • Explain the implications of Business As Usual scenario in medium to long-term
  • Define investment necessary for decarbonisation and capital requirements
  • Prepare decarbonisation roadmap (policies, technologies, legal and institutional)
