  • Train power entities on private sector participation and modes of contracting
  • Prepare a 3-phase reform plan (commercialisation, competition & privatisation)
  • Draft a legal and regulatory plan for enabling private sector investment
  • Draft a Presidential Resolutions for the restructuring of Barki Tojik
  • Organise a European study tours to the Belgium Energy Regulator
  • Design a communications campaign across the power sector on restructuring
  • Provide training and develop capacity of stakeholders in the power sector
